Chart with modified Chart Tips

How can I modify the chart tips to either display the "tip" of my choosing in a text box on the chart or as a popup when the mouse is placed over the relevant bar or point on the chart?

Thank you. It works well, except I need something to be embedded into the workbook so that when it is sent to another user they do not need to add in the add in.
