Can anyone tell me how did I compare format of two cells

Can anyone tell me how did I compare format of two cells and if the format is different I need to put a conditional formatting with red color,For E.g. if A1 is 12/01/2014 and B2 is Dec 01 (though the cell value is 12/01/2014, just that format is different) I need the output in c1 saying that it is false with red color fill.Also for E.g.2 A1 is 12.1 (Display only but the value is 12.11) and B2 is 12.11 (value is 12.11, just that decimal point is set to 2 in B2 and A1 is set to 1)
 
You need to use CELL formula with info_type="format".

below is the example.
Cell A1 has value 1/5/2015
Cell B1 has 5-Jan-15
Apply this formulas =(CELL("format",A1))=(CELL("format",B1)) on C1 cell.
