Calculating percent completion when a lower value is better

Hi all,

Thanks for helping with this confusion situation, hopefully the answer to you as an expert is easy!
I have some metrics attached in the excel sheet below. Basically, there is a scenario where I want as few winners to my game as possible. I have set target percentages of wins that I am willing to accept based on whether they are novice, intermediate or expert gamers. I am hoping you can help me find a formula to represent the current status as a % of target goals.

As an example: I want less than 5% of beginners to beat my game. The current stat is that 27% of beginners beat it. What formula can I use to represent this as a percentage of my goal reached?
If you could help me with this I would be SO SO grateful. I have been trying to figure it out but can’t quite nail it, and at this point just go around in circles.
