I have no idea why you need to create something which is going to be quite complex and time-consuming ; I think one of the comments ( by Vijay ) in this link is for a situation similar to yours ; Tushar Mehta's answer is that it can be done using the techniques mentioned in the blog post. See if it helps.

However , my personal opinion is that a chart is supposed to represent the idea "a picture is worth a thousand words" ; the picture you have shown contains a pictorial representation of so much information , that is it practically self-defeating. It would have been far better to present the facts as text !

I normally wouldn't try this, but it would literally take a thousand words to represent what that chart does... it is a simple roadmap with each area of the pie representing a "bucket" of technology and the tools associated with that technology. Not to be argumentative, but I think that the chart I linked and what it is trying to represent is fairly straightforward for consumption by an executive.
