Bullet Charts vs Horizontal Bar Charts Best Practice?

I am trying to create a horizontal thick line or bar chart that represents a range, which is set by me. Examples may be 0-10 5-15 4-12, 5-35, etc. I want the length of the bar to corresponded to the number of units within that range, ie the bar for 0-10 would be a third of the size of the bar for 5-35.


On that range I would like to label 2 units on that range and have an arrow pointing to that point on the bar. For example, on the range of 5-35, I would like to have a label of "19" above where it falls on the bar and then an arrow, pointing to where 19 would be on the bar.


I am messing around with bullet charts and horizontal bar charts. Does someone know an easy way to build a dynamic sheet so others can go in and just change the data and the bars and labels move accordingly?

What are all the variable factors ? There is a limit to how much flexibility is possible without using VBA ; with VBA , you should be able to get as much flexibility as you want.

The problem is I do not know VBA at all.


Here are the variable factors:

-A beginning and an endpoint for the range. The beginning and endpoint of the range will be labeled on the bar.


-Length of that bar is based on the number of units or numbers within the range.


-Two data points that I assign along that bar. They would be labeled with the number as well as an arrow.


I hope this is clear, I am trying to explain it the best I can.
 
I saw that and thank you. I really need the bars to go horizontally, from left to right. I also need to be able to label the bars at the beginning and end points. Then I would need to be able to use your arrow, but also have a number label above the arrow showing displaying what number that arrow rests on.


I really appreciate any help you can give me.
