Build a bar chart with line targets

hi,
i'm trying to build a dashboard like the one in image.
i managed to create the bars (obviously) but all i can get for the target lines is a continous line that jumps from one bar to the other.can someone suggests any options to achieve the results as per the image

You'd add target series as XY scatter.

Then add horizontal Error bar (adjust format & settings as needed), and remove unnecessary secondary axis and marker.
