Blank cells in data validation when coming from formulas

Hi and Thanks in advance!

I have a column with Data Validation, say I have to put "Spain","France",Italy"

I get the values using a Formula, and Them I copy and Paste as values

My problem When my formula gives me "",I mean Blank


The Cell shows a error

My Data validation ignores Blank cells
However looks like the Blank cells coming from a formula are not allowed.

How Can I solve this?
