Bike chart Creation based on monthly data

Hi Experts,

I request your kind help in creating a bike chart based on monthly data—Budget vs. Actuals, where one cycle represents the target and the other represents the actuals. Additionally, I would like to learn how to create animation as shown on the website:

The animation is not part of the exercise. The author probably entered data and comments representing each frame of the animation, took a screenshot, and compiled the screenshots into a gif.

>> Add data in 'Completed'-column one-by-one and You'll get Your animation step-by-step.
If You've all Your data - You could control 'Completed'-column eg with ScrollBar.

Dear Jon,
As I'm the source of inspiration Chandoo talks about, I can tell the animation is part of the exercise, controlled with a spin button form controls. With a data feeder, or a dynamic data connection, it can animate on it's own.
The gif is a simple screen recording, not about sequenced screenshots.
