This is not possible , since a macro can run and perform some action only if the security settings on the user's computer allow the macro to run ; if the security settings do not allow the macro to execute , it is impossible for the macro to enable that setting.
What you can do is to use a splash screen to warn the user to enable macros ; if the user does not do so , all the useful sheets of the workbook can remain hidden and the file itself not of much use , though if the user is determined enough , probably this security of yours can be cracked.
