File is too big to upload so I assume this might work

I do not know why this file is big and why this site wont take it but this has gotten to be too complicated.
Whatever is in red needs attention
in short to have ti automate over 1000 clients in what driver's day it goes, the trick is that if you have 3 places that say every 3 weeks is one thing but each one goes on different days. one this week the other next week and the last one the week before, and so on goes the rotation unless changed.
To do that I would need to plot the 2 weeks of sceduals to automatically offset the days but that was alwayas giving me circular error.
I have it that it states the week and the week of the year which the formula weeks and offset days is valculated through that. Which gets to be confusing.
Excel fails to have to sort formula work sometimes and when I try to use it on an older version of excel the thing just messed up since it does not get the iferror code. Ecvel fails many times in how inaculate its formulas can be at times it seems since it skips numbers or leaves numbers and it is messing up a lot of things so I assume, or I am just messing up a lot.
The worksheets are the main list, the 2 weeks that have been done, the automated week which is not working wekk, and the code page.
Can anyone figure it out?
Thanks
