Ascending Order Formula

I was wondering if some could help me out here. I have a couple of charts showing the same data, one in a column chart and the other in a bar chart. I have them linked to a (control form) combo box.

What I am having problems with is the bar chart. The bar chart is showing the data in Descending order. I am using the following formula to get vaules in Ascending order: =SMALL($C$8:$C$19,ROWS(G$8:G21)) but I don't know how to get the months to change with the percentage values.

I uploaded a spreadsheet with a example of what I am trying to do.
