Allocation to multiple user

I have data for more than 2000+ data is WF No, aging dare vendor name, and user
You look like below.
And I want a formula to assign the wf no to old dated 1st(FIFO date) wise and randam allocation like.
If we received WF on 1-1-2019 @345 wf's need to assign the users equally.

WF No	Aging	user
1	10-05-2019		User	need to allocate WF
2	1-1-2019		Sachin	150
3	1-2-2019		Ganesh	200
4	14-4-2019		Radha	160
5	22-5-2019		Ankita	190
6	23-03-5		Total allocation	700
7	4-2-2019		Unallocated	2300
8...... 3000	2-2-2019...date can be same or multiple times		Total count	3000

Please suggest I am trying lot but I was fail to find formula for allocate WF'S with aging .
