Allocation based on Assign task

We are getting around 800 applications in daily basis, app type is initial and resume, i have to distribute those application amung 15 users, I have a list that how many initial would be given to a user and how many initial would be given to b same as resume applications.i need it will be automatically. Like when i paste data, user name automatically pull based on assign task

I have attached a screenshot example. Please let me know any resolution

You would need to send more details with Excel-file,
which would show what happens ... needs as in the real world.
