Allocating work for audit

Dear Members,

I have an audit file that has orders processed by users and will be audited by same users, however, the catch is the order processed by individuals will be audited by another user.
Example order 123 is processed user "A" will be audited by "B" and "B" order will be audited by "C or "A".

And the order should be equally distributed to all the users. If 1 or 2 users get more numbers because it can not evenly distribute that's ok.

please find the sample attachment, kindly help me with the coding for this requirement.

Thank you for looking at this request, sorry if was not clear.

Updating the file with additional requirements.

Now the file has two tabs, tab one raw data, for which the auditors need to be allocated based on the auditor details given in column K and L.
For each product we have different auditors.

Example for Media Products is audited by users A and C. And orders completed by users A, B, C, D, E, F should be audited by A and C equally but they should not audit their own orders.
Same for Advertisement product aswell.
