Advanced VLOOKUP

I have prepared an excel which contains tick by tick share market data i.e. trade volume and cumulative volume at exchange at each second of trading hours.

I need volume data for the time period of 09:30:00 to 14:00:00. I have applied formula of VLOOKUP which gives me the most accurate cumulative volume (with last parameter as 1). But if data doesn't exists for the exact time then VLOOKUP is taking volume of 1 tick before. I need a formula which gives me the following result.

Start Volume : If the exact time volume is not available then system should pick the volume of very next tick.

End Volume : If the exact time volume is not available then system should pick the volume of very previous tick.

I am unable to attach the excel sheet as the size exceeds the permissible limits. The size is 3.2 MB

Can you upload Sample data only, not complete file, and you can use some online storage to upload 3.2 mb file. but it is recommended that you upload sample file weighted in kbs only. thanks.
