Adding Percentile Information (Conditional formatting rule)

I am studying the 6 part lesson on KPI dashboards. On part 3, dealing with Percentile information, the solution on the first tab called 'Dashboard' has conditional formatting rules applied to columns F,H,J,L and N which specifies if the arrows are red or green. I see the conditional format rule for red, but where is the conditional format rule for green?

Here.. RED conditional Format was applied by "old Conditional Format Technique" by Custom Number Format..
Positive;[RED]Negative;Zero;Text
select the cell and check Number Formatting..
Check the technique here..

and Green Number Formating applied by Condtional Formatting..
Select the cell and go to Home > Confitional Formatting > Manage Format.
You can see the Conditional Formatting..
