Show as % difference from in pivot table

I have a problem with pivot table, where the column fields are in 2 levels: Year and Item. In the rows area is a City field, and the Amount field is in the Value area. In this case the correct values are summarized for each year.

Now I would like to show a % difference from previous year. I add again the Amount field to the Values area, set Show as % difference from - year - previous.
New columns are added to a pivot table, for Item fied and for Year field too. The % of difference is calculated for each member in the Item field, but the difference for a years are empty.

My question is: how to set the table to show the calculated percentage for the Year field?

If you change the column label order to look like this:

You will then get a % difference for the year, just in a different layout.
