Visualizing data - Result vs Target with desired result polarity

    How do I visually represent the performance data (attached sample file) that has result and target for two consecutive years. Also, each measure has a polarity (Should be higher or lower that the target) that the result should fall in relation to the given target.
    The main purpose is to clearly present the progress of each year in relation to the target and also show whether the result is intended to be higher or lower than the target.

    I have tried bar chart with floating lines and other combination charts but cannot figure out how to show desired polarity of each measure
