Value returns value of 1 not zero per formula

I am calculating an increase rate. If I enter 0% in column E, the new rate in column J should equal to column I, but is giving me higher value of +1. Would you PLEASE assist. Please see worksheet attached.

Do You mean cell J6 case?

... for some reason, there is fixed +1 in the end of that formula.

Apologies, yes J6. The +1 is just me trying to resolve this.

... that fixed +1 always adds +1
others J-column formulas do not have that parameter.
