Understanding target thresholds in premium dashboard pack

    Im looking for an explanation of target thresholds as presented in the settings tab of Chandoo's premium dashboard pack. [See uploaded picture] can someone explain the concept and how it relates or presents itself on the dashboard itself?
    For example: if my target number was 100 what does "Amber 30% or greater" mean?
    "Green 70% or greater" mean? Red no threshold set.
