SUMIFS (Can I change the sum range column depending on Cell Value?)

Hi,

I would like to ask if there's a way to change the sum range depending on a cell value. I have attached the file for your reference.

1. If I would change the date in invoicing tab, I would like the sum range pointing to the same date in per hour tab? is it possible? If you have other formulas in mind that would fit I'm open to accept it.
