split between departments according the plan

hi guys, have you faced with similar task? I have actual split of FTE in 5 departments, and I have planned FTE for 5 departments. what movements should be done between departments so we have it according to plan. I attached simple excel, how should results look like (manually calculated) and I would need formula for this. thanks a lot for help.
