Separate solution for Vlookup with blank cells versus #N/A

Looking for a solution on a VLookup. I know how to get rid of the #N/A by using an iferror statement but want Excel to continue to show #N/A for those results that do not match so I can review them and get them corrected/added to the lookup. For the blank cells in the target column, I want the results to be the text "Not Defined".
