Seniority Ranking Based on Job Level Then Years

Hi,
I have a list of employees with their job level and years in their job level.

I would like to rank each employee within their job level, with the longest in their job level being the highest ranked, and each job level's ranking starts where the previous job level ranking ended, meaning some job levels are higher in importance than another.

I have tried different things and can't seem to get it. The attached is what I ended up with but it still does not work....it ranks all employees only by their years, and does not take into account the specific job level.

I have even searched for VBA code but did not find something that would loop through the job level and rank based on years, then move to the next job level and begin the ranking where the last one ended.

PS...I get an error trying to upload my Excel example...Seniority.xlsx and then Seniority.xls

Ah hah! Got it...must have been my employers firewall as I was able to upload the file via my cell phone. ..

Attached is a file which does what you want using a helper column (E), which relies on the levels in the table being in the correct order.
