Sales and Wage Correlation @ 13%

Gday all,
I have been trying to create a graph that showcases the below objective

i.e. If sales range is below $2M, then stores will be over 13% in wage
The objective is to advise the sales team that, do not open any stores below xM in sales base, as the target to achieve 13% will not be met.
I have drawn a graph to showcase what I am trying to achieve.

Any assistance would be appreciated.

Mate what does the dotted line showcase ? Is it a trend line that shows as sales reduces wage increases ?

the dotted line:
Based Your sample layout - You have there something same.
It's a trendline with Power-option .. to show that Your drawing was ... 'upside-down'.
Activate it with 'right-mouse' and modify as needed.
