Reordering buttons within a group

In the Illustrations group, I would like to move the Shapes button to the left of the Pictures button. In the options window, when I select Shapes, the up/down arrows are grayed out.

Is there still a way to rearrange these buttons?

In the Illustrations group, I would like to move the Shapes button to the left of the Pictures button. In the options window, when I select Shapes, the up/down arrows are grayed out.

Is there still a way to rearrange these buttons?

I need to use Visual Basic code for my thematic chart of the US (map). It should pull certain data from the external site and, based on the provided data, change the fill color of each shape representing the state.
How can I move the Shapes button?
