Here i have the data of some activities, getting confused to get the rating accurately because, there are few activities that have standard number is zeros

Please let me know if my thinking and rating method process is wrong, you can suggest me the accurate method and relevant calculations

You should have an idea ... what are You looking for?
Eg if You don't 'like' zeros ... could You left those cells as empty? .. or use functions which take cares those zeros other way.
Aren't those zeros as valid values as any other values?
