What is the criteria for each color. Once this data is brought into PQ, it loses all colors. So for this to be sorted, it needs to have some other criteria that can be executed on.

Yes, you are true in power query colors do not work. The only criteria is that if column 1 values are present in column2 or column3 then they should be shuffled to column1.

Is first 3 row always going to hold correct values that belongs that column?

And does those 3 rows hold all the values that could appear in the given column?
