Power BI License Options

I have a Premium license for Power BI but I would like to share a dashboard with a colleague who can then click on the graph on the dashboard and it open ups in the report so they can use the slicers if required. They don't need to be able to edit it. However whenever I send them the link it asks them to get a pro license. I've added them as a member in the Workspace Access and granted them access to it. We don't want to buy loads of licenses and by everything I've read if the workspace is created in premium it should allow free users to access it? Help, I've very new to Power BI.
 
Are you sure the workspace itself is actually premium capacity? (check the licence info in the workspace settings)

The workspace have the diamond next to it that says premium? And when I go to License infor it says
Current License - Premier Per User
License Capacity - Premier Per User - Reserved. SKU - PP3. UK
Semantic Model Storage Format - Small Semantic Model Storage Format
 
Premium Per User is different from Premium Capacity, so each user needs a PPU licence too, as far as I know. Seems to be what this page is saying: https://learn.microsoft.com/en-us/power-bi/enterprise/service-premium-per-user-faq
I wondered that to but in this article (https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-roles-new-workspaces) it says that if they have a viewer role they should still be able to view and interact with the reports.

And on here (https://learn.microsoft.com/en-us/power-bi/enterprise/service-premium-faq#premium-per-user--ppu) it says that Premium is the same as Premium cpacity - I wonder if this new transition with Microsoft Fabric is the issue?
 
Note 5 on that first link, related to viewing and interacting, states (emphasis added):
"If the items are in a workspace in a Premium capacity, you can view and interact with items in the Power BI service even if you don't have a Power BI Pro license."

I didn't see anything in that second link to suggest that Premium and PPU are the same.

I have a feeling from this article (https://powerbi.microsoft.com/en-us/blog/important-update-coming-to-power-bi-premium-licensing/) that premier capcity no longer exists and its changed to Microsoft Fabric capacity? all the terms are very confusing!
 
It will probably depend on your setup. I don't have Fabric enabled and my workspace is still showing Premium capacity.

would you mind sending a screenshot of where it should be showing this? I have only set up Power BI Since the 1st July so maybe you can only see this because you had it previously?
