Hello all,
If we have values such as this:
Statistic Value(hours)
25th Percentile 1.88
75th Percentile 5.68
90th percentile 10.37

Does that mean that 75% of values are equal to 5.68 or less than 5.68 and 90% less than 10.37 or equal to 10.37?

You are right ; the definition of Percentile in Wikipedia is :
A percentile (or a centile) is a measure used in statistics indicating the value below which a given percentage of observations in a group of observations fall. For example, the 20th percentile is the value (or score) below which 20 percent of the observations may be found.
Thus , using your data , the 75th percentile is 5.68 means that 75 % of the values will fall below the value of 5.68
