Use a scatter chart with large markers. Both the angle and the radius increment in uniform steps. Convert from polar to cartesian coordinates using
= radius * SIN(theta) and
= radius * COS(theta)
and plot.

you can use my file. A parliament chart is kind of a waffle chart (or a hex grid chart). The only difference is that you have to calculate the "seat points" of a half circle.
the rest is done easily.
