need help setting up Item locations with forecast

I am in need of help with setting up Items in my locations. At this time Items are slotting as they found open space, but I want to set them up using the forecast for the year. They are bin locations, went to keep my faster moving items in my level 2,3, medium on level 4 and slow mover level 1.
I have attach my pick sequence and the forecast for the year. thank you
