Need Help For Rule Calculation Best Match Macro

Hi Friends

I am non developer and wanted to seek your help in creating below macro

What I need in output once user click 'RUN MACRO' is Best Match Rule and Rule ranking basis value entered by user against each Alphabet

Table shows RUL wise parameter against each rule and weightage in terms of priority

Only the value against each Alphabet is editable and RUL Table is static

What for is 'Best Match Rule's one?
... or is Your Rule same as RUL?
How do You expect those ranks?
How total weightage can be over 100%?
Where do You need any Macro?
