Making Access "like" reports in Excel.

I have been converting many Access files into Excel format over the past 2 years. Most of these are simple, as they involve only data and link references. Now I need to work at taking a row (say row 1) of information in Excel, placing it on a new sheet in a format like I would in Access, each row of the Excel sheet having data placed on multiple rows to form a report. Also would have to skip a row on the report sheet and take the next row (say row 2) and continue making a multi line report for each row of information. is this even possible concidering there are over 300 rows of projects information. It would have to look like this:
