How to format a cell color if a particular value is changed in the entire text?

I want to know if there is any way to set a formula to change the cell color; for example I've entered Date & Time in a particular cell and I work on that sheet everyday. Now what I want is if I change the date to 31 of any month the cell color should change to red. Is there any way???

Have you tried Conditional Formatting

If you have a Range of Dates for your months lets say C3:N3

Select the Range

add a Conditional Format, use a Formula

=DAY(C3)=31

Set the format style (Red)

apply
