How Can I Automate This

I have to autofill particular cells such as E2 and G2 based on below criteria :
if F2 have some value and E2 is Empty so i need to take name from C2
In a nutshell I do not want to fill the same name again and again, so if their is value in time column than i would to take name from previous column which is filled
and I am only entering their values.

Each time you will add a row the formulas are added too.​
