Greying out options in excel conditional formatting and tables

HI Everyone

I have an unusual problem. I have created a workbook for a customer. They click a button to bring them to a sheet that allows them do to conditional formatting. ( is is a test for the user) Then then hit a button to say completed or not . But when they choose incomplete and go back in to finish, the conditional formatting button is available but all the options are grey. The same happens for the table sheet. If they save and close the options become available>

Would any one have seen this before. It has worked fine for me so very hard to test

I had it saved as a .xlsm then tried .xlsb and finally .xlsx with no change

This workbook works fine on lots on computers it is just this one company that is having the issue
