Get list of datas between a range of specific keywords

I have data in the following pattern.

The amount of content or rows between tracking number and page can change. I want to extract all the values between tracking number and page number in the other column. I want to get the data between tracking number(a,b,c) and page number(1,2,3).
I want this desired output:
