Excel Chart - How to separate bar from other stacked bars

Hello....

I need to build a chart that separates one bar labeled "Budget" from the rest of of the stack bar that makes up "Total Backlog". See attachment for clarification. Currently, I have the "Budget" bar in red placed in the middle of the stack bar. I would like to actually make this "Budget" bar placed underneath the stack bar so chart 1 would look like chart 2. Is this possible?

I re-arranged initial data, changed chart to be a stacked bar (not mixed). Cleaned up formatting a little
