Creating Horizontal Line in Excel Graphs (Office 2007)

Hello,

I have been trying to add a horizontal line (Target) for an existing graph in Excel. I have done this in the past using Office 2011, 2013 & 2016. However for some reason the steps i am using is not working in 2007. Any help is much appreciated.

Please find attached for details.

Thanks for the response.

Like I mentioned in my post, I have no trouble creating this graph in office 2013 or 2016 but I am having a tough time doing this on office 2007. Let me know if you are able to do it in office 2007. Thanks..
 
Maybe there are some differences between versions of Excel.
I don't have challenges if just need specific layout.
It just needs to find out, how to do it.
I will let You know, if I would have Excel 2007-version and
if there would be some challenges.
ps Why to need to use ... three different versions of Excel?
