Connecting Dynamic Table with Manual Static Data in Sheets

Hi I posted this problem last week but didn't get an answer, will try again and describe it better:

Gym churn report. Client details are imported from a CRM who match criteria (not attended a class for 30 days).
The Trainers then manually add if they contacted said member and add notes.
When this list is refreshed and client data gets shifted or removed, how can you link the Dynamic data with the Static Data.

Eg. Client moves up one row, Contacted/Notes also moves with the record.
Eg. Client is removed from the list and the Contacted/Notes are erased.
