Conditional Formatting Between Stock Level and Closing Stock

I'm not sure whether the table of contents correct or not and please help me highlight closing stock column when is low, medium & high with percentage using conditional formatting.

I need the conditional formatting between stock level and closing stock.

Please advise.

What percentages are considered High, Low and Medium. ie. What is the criteria to make the colors.
