Conditional formatting applied incorrectly but formula works

I am unable to upload a sample file because of confidential data. The attached picture shows the formula I am using.

When I copy this formula into a blank cell outside of my conditional formatting table to see what the individual parts of the formula evaluate to, the first part testing if B15 <> "" evaluates to TRUE.
The last part with the VLOOKUP evaluates to N=Y, which evaluates to FALSE, therefore the entire AND( ) evaluates to FALSE.

Because the entire formula evaluates to FALSE, this means the green font should not be applied, but the green font is being applied in my CF table.

Why is the green being applied as if the entire formula evaluates to TRUE?

Attach a sample workbook for us to troubleshoot. A small, DESENSITISED section of it will suffice.

I want to see the whole formula and the Applies to: field.

I think the problem was in the "Applies to" field. I was going across more than one column when I meant to go down one column. However, now I have another issue.

Look at the background formatting in the column called "Allow Chrgs (Y/N)." It's different from neighboring columns. This has been saved as a table (ctrl + T). I tried removing backgrounds and borders but that didn't change anything.

How can I get the column called "Allow Chrgs (Y/N)" to have the normal table formatting for the style I'm using just like the neighboring columns have?

Disregard my post above regarding the formatting. I went into the conditional formatting rule in that column, cleared out the formatting, then reapplied the formatting I wanted and this worked.
