Conditional formating and fill formating only

i came to a matter today. i have a sheet that i conditional formating h2 if =$L2<$H2
and then i fill formating to h3 and i thought that the new rule would be h3 if =$L3<$H3
but it didn't changed. the h3 was conditional formatted with the first rule of =$L2<$H2
and i wanted to appy that until h123
any help please

and the same with rule i wanted to e column

Hi,
I think you simply need to change the order of the rules If I understand correctly what you are after. See option "3" from the screenshot. The second stop if true is then also redundant.

EDIT: and perhaps clean-up some of the rules on This Worksheet. There are +20 rules, and some seem double.
 
sorry for delay to answer and thank you for your help.
i cleaned some rules
i have been working on the book yesterday and i realize that conditional formatting was successful for what i wanted. the mistake i can't understand it yet but was on f row.some numbers were as text i think so the formula couldn't work well. now i am good. close thread keep walking :)
