Hello,

I'm a beginner and looking for help on how to conditionally format the attached scenario. I need to highlight all cells in Master List - Column A where the value is located anywhere in RS2 - Column B.

Cannot manipulate data in a picture. How about uploading these files so that we can work directly on them and not have to retype all your data.

See CF in Property ID Matching sheet:
For information only, that formula also used in column L but it isn't needed.
=ISNUMBER(MATCH($A2,'R2S'!$B$2:$B$2000,0))
Note that the 2000 may need to be increased to encompass all data in the R2S sheet.

You can also very easily create a table with just the matching (or just the non-matching) rows with Power Query, and it's even easier if the data are in csv or text files as implied by your attachment to msg#3.
