Combining IF and COUNTIF formula

How can I combine the following formula?

=COUNTIF(S11:S18,S18)>4

=IF(S18="HEMS Late",IF(S17="HEMS Late",IF(S16="HEMS Late",IF(S15="HEMS Late",TRUE,FALSE),FALSE),FALSE),FALSE)

What kind of combination do You expect?
How about = a and b ... where a could be Your COUNTIF and b could be Your IF ... or what?

Perhaps =IF(COUNTIF(S11:S18,S18)>=4,TRUE,FALSE)
