Check multiple conditions and apply the interior color

Request help in the attached file with a macro to do the following
Check "Payer" and "Year" between 2 sheets and apply the Status Summary column color in sheet IA Working

Payer : IA Working A16:A108 With Recon Tracker B2:B150
Year : IA Working ("I15:M15") with Recon Tracker A2:A150
Status Summary : Interior color > Recon Tracker Q2:Q150
Apply to : IA Working.Range ("I16:M108")
