Can I use conditional formatting to change the font size based on the value of a cell?

I am trying to set up conditional formatting to change the font to a bigger number based on the highlighted value. However, the font size is not available, it is greyed out. Is there another way to accomplish this without using VBA? In the worksheet could I use an if() statement to change the font size????

Conditional Formatting is setup so that it cannot change the layout of a worksheet
Changing the font size will cause rows to change size which breaks that rule
