    Why not use a Chart:

    Hello Hui,

Thank you, your sample file is very close to my target.
One thing is missing: I would like to see the "Start" and "Closing" date of each project on the chart in order to understand easier the duration (a simple black line around the bar would be enough).

No, I manually added the shapes what I would like to see on the chart. Please, see that.

You can use the Series Labels as I have and link them to other cells
The other cells can be setup with what ever text or values you want
there are a number of series in your chart and each can have a set of Labels assigned to them

    Select the chart
use the Up/down arrows to select each series
    Right Click on the series
    Add data label
    Select a Range

    Hello @Hui,

I would like to continue this thread and ask your advice again. How would be possibe to create the same chart if the dates of Project Issues are not in ascending order?

    Please, see the attached file.

Puts some intermediate helper cells into the worksheet
These helper cells will need formulas to put them into order
Then link the chart to the helper cells instead of the real data
