Rounding issues - how best to allocate

Every week I run a report (custom created) in the payroll software which creates rounding differences. These rounding differences have to be corrected/allocated. What is the best way to allocate this without going through one employee at a time. The fund allocation is not the same for every employee.

There will be a mix of rounding down and rounding up. For a sum of rounded values to equal the total (rounded) you will need to move some values to the opposite bound. The totals tell you how many changes to make and the most obvious criterion for determining which to move could be based on SMALL or LARGE to determine a threshold value that divides round up and round down.
